To date, the elevator industry in Russia faces rather difficult conditions.
The situation is caused not only by the absence of the sufficient number of storing capacities, but also with the geographic location of many elevators. In the Soviet period, many elevators were launched in the view to store grains in the places on the direct consumption.
To date, the general capacities of elevators totals 95 mln tonnes, including only 64 mln tonnes of. technically efficient elevators. However, only one quarter of elevators capacities, which are in good technical condition, allows keeping grains without quantitative and qualitative losses.
The general capacities of granary storing at agricultural economies reach the level of 102 mln tonnes. Such storehouses almost do not allow to keep the equal quantity and quality of grains.
Elevators, located in the regions of grain consumption, fell out from the rotation. For example, Arkhangelsk, which does not grow grains, owns large-scale elevators with capacities of 80 thsd tonnes.
At the same time, grain producing regions feel the lack of elevators capacities. Especially, the Central Federal District, northern regions of the Volga region face the problem. In the current year, Nizhni Novgorod oblast harvested over 1.4 mln tonnes of grains, and the general storing capacities of the oblast total 300 thsd tonnes only. Due to the inability to store large-scale volumes of grains, agricultural producers have to sell grains from thrashing floors at any offered prices.
Last season, due to the absence of the developed elevator infrastructure, the country lost nearly 2.5 mln tonnes of grains.
State elevators stay in the worst condition among all elevators of the country. Elevators, owned by private companies, show the best condition. The mentioned private companies include Russian elevator company Ltd., OJSC Pava, OJSC Group Razguliya and etc.
Elevator owners, which control only one elevator, often face the deficit of financial resources for modernization of own property, and keeping of the elevator in technically operating condition.
The deficit of elevator capacities provides rather strong influence on the market situation.
In order to solve the problem, the Ministry of Agriculture of the Russian Federation is developing the federal special-purpose programme "Development of the logistic infrastructure of the grain market". At the same time, the programme will include all traditional methods of supporting (subsidy assistance to credit interest rates, leasing of technical equipment) for modernization of the existing capacities and foundation of new objects of the infrastructure.
